The initial situation
The Federal Transport Infrastructure Plan (BVWP) is the Federal Government’s transport policy framework plan for investment in transport infrastructure in Germany.
Approximately every 10 years, the need for the further development of transport infrastructure (new construction and expansion) is determined on the basis of current traffic forecasts. In the process, both the necessity and the overall economic viability of infrastructure measures are examined. All projects that meet these requirements can be included in the so-called priority needs of the Federal Transport Plan. This forms the basis for the expansion laws and ultimately for the financing of the projects with tax revenues.
The project assessments create a decisive basis for investment decisions of more than €1 billion per year.

Development of a target network for rail on the basis of the current traffic forecast.

Development and application of a standardised and rational procedure for the evaluation of infrastructure measures on the basis of the specified evaluation methodology.
Benefits of the results
The present project assessments formed the basis for the preparation of the BVWP 2030, rail section.
