The initial situation
Forecasts were available for the Herren Tunnel, but they needed to be updated.
The Herren Tunnel is a toll road section north of Lübeck that passes under the river Trave. It was built as an F-model within the framework of a public-private partnership (PPP). Accordingly, various traffic and revenue forecasts were already available, but they needed to be updated in 2017.
The world sometimes changes unpredictably. In such cases, existing forecasts need to be adapted to the changed conditions.
